There's absolutely no need to use a 3rd party application to secure
your files.
Like WinNT, Win2K, and WinXP before it, Vista's file security
paradigm doesn't rely on, or allow, the crude and cumbersome method of
password protection for individual applications, files, or folders.
Instead, it uses the superior method of explicitly assigning file/folder
permissions to individual users and/or groups.
As a crude work-around, you can place the file in a compressed
folder, and set a password to uncompress the folder to view/access its
contents. Also, some applications allow the user to password-protect
their specific data files. Read the specific application's Help files
for further information on this capability.

If you mean prohibate access or rights based on who the person is - then of
course Vista and the underlying file system are entirely based on
discretionary access control lists.
So you just set the permissions or read/write /access etc etc the folders or
files as you wish based on the users who have accounts on your device.
This has been there for decades on NT based operating systems using the NTFS
file system.
Just open Help and Support and type in permissions
Then read and use.
