I have a brand new computer. It came with Windows Vista with SP1 (which I'm
not happy with). I'm trying to delete a folder, but a box appears that has:
Destination Folder Access Denied
You need permission to perform this action.
What??? Permission from who? This is my computer, so why would I need
permission to delete a file?

You forgot to tell us the name and location of the Mystery File. In general,
the reason for being unable to delete a file is:
1. The file is in a protected area of the operating system, such as in
Program Files or Windows.
2. The file is one that belongs to All Users, such as a shortcut on the
Desktop put there during an application installation. Since it isn't
user-specific, the system requires elevation.
As for elevating permissions, Vista handles true Administrative access
differently than XP. See:
Create at least one extra user account with administrative privileges since
the built-in Administrator is disabled by default. Call it "Management" or
anything except "Administrator" (you can't anyway). Unless you have an
emergency, you'll never need to log into it and will just use it for
elevation purposes. Create a Standard user for your daily work.

you can follow the steps by Malke
or you can take full privileges before deleting any file and folder
too.
Use CMD as Administrator and execute the following commands with
absolute paths of dirs.
