I have backup set to daily at 3am

Is there a way to make it incremental, so it only backups new or modified
files?

No. Get Acronis True Image or another third-party program and be glad
that you made the switch.

If you are talking about the Complete Pc Backup, that is not
incremental. But the Backup Files Wizard which you can schedule, is
incremental. See this tutorial:

Note step 7 of the tutorial:

*7.* Setup how often, when, and at what time your computer will perform
automatic incremental backups from now on.

Also, see this Micrsoft article:

A relevant quotation from that page:

Previously backed-up versions of files use only a bare minimum of disk
space. If only a small part of a file changes (such as one slide in a
presentation), only that portion gets tracked and saved.
