I've found that switching User Access Control off allows to complete
driver installation successfully. You can safely turn on UAC after
restart.

I apologize for the late reply - with the snow and holidays here is Redmond,
I have not been able to get into the office and work with the folks on this.

Toshiba requested this driver go critical on WU - and they own supporting
any problems it creates.
