I am having a problem Antivirus programs are blocking Outlook 2003
from connecting to a hosted Exchange server.
I am setting up a system. Dell Laptop, Vista, Office 2003. I have
tried various antivirus programs, AVG, NOD32, Kaspersky, and they all
are causing a problem where Outlook 2003 refuses to connect to to a
hosted Exchange. I tried disabling email scanning to no avail.
Outlook hangs until I shut down antivirus and then instantly connects.

I don't know. It's a third-party hosted Exchange email account. I
put a call into them, but so far no answer..

Try this with NOD32 v3
Enter Advanced Setup tree (Advanced Mode)
toward the bottom - Email client integration
uncheck: Integrate into Microsoft Outlook
Reboot and try it again
