Is there a way to bring a graphic of a building floor plan
(BMP, TIF, or JPEG) and have it work with scaled furniture
within Visio? If so, please provide guidance on how to
scale BMP to Visio objects and overlay Visio furniture
objects on top of floor plan graphic.

Larry,
I suggest that you:
1. Set your page size & scale to suit
2. import the image into the page
3. lock the image shapes aspect ratio ( Format \ Protection )
4. open the Size & Position window
5. draw a line to the length of someting you know the size of (say a door
width or grid centre to centre)
6. resize the image shape until the known element is the same size as the
line.
