I am trying to create a shape where I am in need to adjust the arc with
the eccentricity handles. I have attempted all the solutions that I
have been able to locate on the internet including "clicking and
dragging the point while holding the CTRL key" to no avail.
Here is a bit more detail... I have a rectangle that I have converted
the ends into curves. It is these curves that I need to adjust with the
eccentricity handles but cannot seem to get them to appear. In a fluke
I got them once but have not been able to since.

Yes, something fishy seems to have happened to them. I'm using Visio 2003,
and I can't seem to get the handles appear in ways that I used to. However,
I've found a trick.
1. Draw a rectangle.
2. With the pencil tool, pull one side into an arc.
3. Resize the width or height of the rectangle a little bit.
4. Now go back to your curve point. The eccentricity handles should be
there.
You can pull them out, then put the rectangle back to it's proper size.

Try this:
1) Draw an arc or select an existing arc
2) Hover with the mouse over part of the geometry
3) After the curvature handle appears, click on it
This displays the eccentricity handles for me.
