I would like to be able to split a table at one of the rows into two tables

Copy the table, paste, delete the rows on each of the tables so you have two
with different data.

Thank you Mary, that certainly will work. There's no elegant way such as in
Word?

No elegant ways in Publisher. Publisher is strictly a DTP program with a table
option.
