Register Animated Gif Active X (dll) in Vista/Access 2007

Hello Friends,
I have Vista Home /Access 2007. I want to register an antimated gif .dll in Access 2007 ( GIF89.DLL ).
I got this running fine on XP/Access 2003 but cannot complete the registration of the .dll in Access 2007. I followed MS instructions for Access 2007 ("http://support.microsoft.com/kb/918574") and got to the last step where you select the Windows/Systems/GIF89.DLL. I clicked 'ok' which should be the last action I need. Unfortunately, I consistently get the message:
"the dll could not be added/deleted. Install/remove the control using a separate setup utility".
The ddl is in Windows/System and 'successfully' registered there.
Does anyone know what I could do to register the dll in Access 2007?
I don't know what "separate setup utility" I would need or if there is something else that I could do in Access 2007 to complete the registration.
