Using the MS Access add-in (odc_accscc_.exe downloaded from the MS
download pages).

When one double-clicks on a basic module in Access, VSS or the add-in
issues a prompt:

"Do you want to check out module 'basWhatever' before opening it in
Design view?
If you do not check it out, your changes will not be saved."

Options are "Yes", "No", "Cancel", and "Help"

But if one specifies "No", the only thing that appears is an empty
window.

OTOH, I can get to it via Project Explorer.

I tried your steps and found the same issue. However, If you double-
click the module in the Design view, the module will be opened. And
next time you double-click on the module in Access and choose No for
the prompt, the module will be opened by default.
