Is there a way to disable printing in visio? or protect
any part of the document from copying or printing? I have
a chart with proprietary information that I would like to
make available on our network, but I do not want anyone to
be able to print it out. I want them to be able to view it
in Explorer, but I have not been able to disable the
ability to print.

You could change the layer that the shapes are on to unprintable!
Then they can print white paper to their hearts content!
(You could even have a unviewable watermark which is only printable which
says "You should not be printing this diagram" - or something similar!)
