Post subject: Applying a template to a page in FP2003 Archived from groups: microsoft>public>frontpage>client (more info?)
Following the instructions in FP's Help section, I created a template through
File -- Save As -- Frontpage template.

You don't apply the template to a page.
You create a new page based on that template.
File->New
In the task pane on the right, click "More page templates"
Choose your template.
In FrontPage 2003 I would use a Dynamic Web Template -
Design your page layout, boiler-plate text and navigation, then save as
Dynamic web template with a .dwt extension.
This type of template can be attached to any page - new or existing -
using Format->Dynamic Web Template->Attach Dynamic Web Template
And, if the DWT is updated so are all attached pages.
