When I switch to page break view, it shows the manual breaks as solid lines.
I get the prompt that says I can click and drag the lines to move them, but I
am unable to click on them at all. I have gone through all my options line by
line to see if I am missing something, but regardless of what my options are,
I cannot move the breaks. What is the problem here?

Are you in page break view or print preview? You have to go to view and then
select page break view and you can move the lines.
