I scanned an image of a document that I would like to send to a hotmail
address, but no options for what to do with the scanned image have appeared.
Is there a way to pull up any options for doing that?

This has nothing to do with Outlook. Save the image to disk, open your mail
program (any one you like), create a new message, address it, attach the
saved file, and send.
