I want to put and use the new outlook controls such as date/time/combo
box etc on VBA form. How can I?

Those controls are for use only on form regions, not on VBA forms or custom
Outlook forms.

Yes, Outlook will let you put them on a custom form, but there is a very
high likelihood that the form will become totally corrupted. DO NOT use this
controls on anything but form region.
