Word program locks up when formatting picture

I find it easier to place the picture exactly where I want it when it's
inside a text box. When the picture is not in the text box, I don't have any
problems formatting it; but then I can't place it exactly where I want it. I
have been using text boxes and pictures this way for over a year (and it
worked fine) but recently the program started locking up.

Since the layout options are exactly the same for pictures and text boxes,
I'm curious as to why this would happen.
