I don't think that feature of Word is exposed anywhere in Outlook.

This feature not available in Outlook. Paste the body of your message to Word
and get a word count there

It is in there.
When you are replying or composing a message you can click the Spelling drop
down (far right of the ribbon) and its at the bottom of the menu.
