I have followed these steps. Send to Mail Recipient shows up on my QAT, but
it is disabled. I'm still not able to use it. Is there something that needs
to be configured to make this work?

When you get a message like that, it generally indicates that there is a
corrupted registry entry, a damaged installation, a corrupted normal.dotm
file, or a malfunctioning add-in.
I would start by rebooting, and seeing if the problem still occurs. If it
does, then try a Repair of Office 2007 in the Control Panel. If that doesn't
work, then adapt these diagnostic steps for Word 2007 (i.e., it's
Office/Word 12.0, and normal.dotm rather than normal.dot):

If you have the "send to Mail Recipient" button in the QAT, then with a Word
document open, you should be able to click that button to reveal the e-mail
"toolbar" (a toolbar + To..., Cc..., Subject, Introduction) and click it
again to make that "toolbar" disappear again.
If you don't see that, maybe you could describe what you do see (it wouldn't
surprise me if it didn't always work)
