How to Unlock .PST from Outlook

Does the user have Outlook open and the PST(s) added to the profile so the
user has access to them? Have the user close Outlook and try again.

If that's not the issue, check computer management for the user's PC (if
you're on a network it can be done from your PC) and check to see what files
are open.

Close Outlook. Use Task Manager to make 100% sure Outlook is no longer
running. PST backups are useless/unusable if they were taken while
Outlook is still active.
