Even though I have unchecked the snap to grid box (actually both boxes), the
snap-to functionality will not turn off. Using Word 2007.
Also, the Align feature does not appear in the drawing tools>format>arrange
ribbon. It appears in the Text box>Format>Arrange ribbon and the Page
Layout>Arrange Ribbon

You can override the grid by pressing Alt. I certainly see Align (top right)
in the Arrange group on the Drawing Tools | Format tab of the Ribbon. It
opens a menu that contains alignment options (including Align to Margin and
Align to Page) as well as the Grid Settings dialog. If you have Word open in
a narrow window, the Arrange group is shown as a single button, with Align
as a button on the popout.

I can override, but how do I get it to work properly in the first place?

Are you sure you have it turned off? You could try setting a finer grid.

The snap to object and snap to grid will not turn off unless I override it
with the Alt key, even though the snap to boxes are unchecked. The grid size
doesn't seem to affect the snap to object operation.

Are you in a Drawing Canvas with the Gridlines displayed? If so it would
explain the Snap behavior - when the Grid is On so is the Snap. Turn the
Gridlines off & you should have free reign when you drag.
The checkbox labeled "Snap objects to grid when the gridlines are *not*
displayed" means exactly that AFAIK, as long as the Grid is displayed
you have to override it using the Alt key.
As to location of the Align commands: If you've ever added text to the shape
it has effectively become a Text Box regardless of whether it started out as
a Block Arrow, Smiley Face, Star... whatever. I've not found any way to
convert it back to a Drawing Object even if you delete the text that was
added. And certain Shapes (such as Callouts) actually start off as Text
Boxes in the first place.
