I want to change normal.dotm in such a way that I have my own settings for
bullets and numbering.
Can this be done?

Note that there is no way to globally define "settings" for bullets and
numbering. Instead, you will have to change the appropriate numbered styles
to suit your needs. If you are trying to create single-level bullets and
numbering, you can modify and apply to text the built-in List Bullet and
List Number styles. The general principles are described at
http://www.shaunakelly.com/word/bullets/controlbullets.html.
You can create multilevel numbers and bullets by creating a list style: On
the Home tab, click Multilevel List, and then click Define New List Style.
Type a name for the list style. Click the Format button and then click
Numbering; Word displays a dialog box similar to the Customize Outline
Numbered List dialog of Word 97-2003 (for a description of the options, see
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html). For each
level, define all aspects of numbering the way you want them. Make sure to
associate each level of the list with a paragraph style; you can then apply
your multilevel list formatting by applying the appropriate style.
After you've created your list style, you can use the Edit tab of the Manage
Styles dialog box (in the Styles pane, click the Manage Styles button)
whenever you want to change its formatting.
