I have a customer on Outlook 2003 clients, Exchange 2003 server, who has
created 4 shared contacts lists. Some users can access all 4, others can only
access a couple of lists, and a handful can't access any of them.
The lists are shared to 'everyone', and some of the users who can't access
are listed as editors or owners.
The error received is that there is not enough memory on the server to
complete the request. To me this seems like a client side issue, not a server
issue. Any ideas?

are they shared through public folders or some other method?

They are under another user, accessed through 'file'/'open'/'other user's
folders'.
