I have this problem too and it only occurred after fully installing IE7.
After rolling back to IE6 the problem cleared.

I'm seeing the same thing. I reported it in the Vista/IE7 beta. If anyone
in the beta wants to jump on with additional information, or just to say
you're seeing the same thing too, it's feedback ID 236938.

It seems to be only isolated to HTML messages.
If you select more than one message at a time and print them together then the headers will print.
This seems to be an issue with IE7.
One thing I noticed, is when the header does not print, the font gets compressed to a much smaller font.
