I'm running Office 2007
I am sending an email, and want to set a picture in the background
(watermark?)
I cannot find an option to do that.

That option is indeed a bit hidden and not too intuitive;
Create a new message-> tab Options-> button Page Color-> Fill Effects...->
tab Picture

Roady,
I liked your suggestion quite a bit, but unfortunately it doesn't actually
create the same type of watermark effect (the one that is available in the
2007 version of Word). In other words, it doesn't automatically gray the
picture by 50%, thus creating the watermark effect.
I'm trying to use my own company's logo as a watermark on every e-mail, but
the logo is imported in full color (mainly black-and-white) by following your
suggestion.
Do you know if there is any way to incorporate the watermark function in
Outlook 2007?
Thanks!

Is there a similar option in Outlook 2003?
