"How do you want the fonts to be "fixed"?"
So people cannot change the font when working on a document based on the
template.
For example, the title is Calabri on the template, however the user is able
to change this in documents based on that template.

Ah, sorry, I thought you meant fixed as in "repaired".
Unfortunately, this is not possible in PowerPoint.
