How may I configure the outlook deleted messages to be permanently and
automatically deleted instead of doing it manually or been done automatically
only when I exit outlook?.

You can't, without writing code that will handle any addition of items to
the Deleted Items folder. When any item is added to Deleted Items that code
would delete it from Deleted Items.

Of course using code like that gives you zero chances to recover from
accidently deleting an item. It would be gone forever with no chance of
recovering it. Not really a well thought out plan.
