Hi,
I see several post on how to make dynamic chart titles. When I try to input
= cell-reference, Excel either treats this like text or exits the text box
and selects the cell instead. It does not work like normal cell input. I'm
using Excel 2007. Any clues?

You have to enter it in the formula bar after selecting the chart title, not
directly into the chart title.
