I am trying to create a public folder in Outlook 2003 running on Exchange
Server 2003. I need to receive mail from an outside sender. I cannot
remember how to do this. Does the folder need an Active Directory ID and
Email address. Could someone outline the steps to accomplish this task.

Mail enabling a Public Folder has to be done on the mail server. You can do
this in Public Folder Management section.
