The logical action would be to single click the underlined phone number.

Not at all. You click a resolved address to start an electronic message, not
make an analog phone call. The two actions are completely unrelated.

What is the significance of the underlined phone number?

It means Outlook recognizes it as a valid format and has all the information
it needs to pass to the Windows dialer to dial the number should you invoke
the "Call Contact" action.
